Wells Fargo’s David Otsuka New Chair of the Lawyer Referral and Information Service’s Oversight Committee


The Bar Association of San Francisco’s Lawyer Referral and Information Service (LRIS) is pleased to announce the installation of David Otsuka, managing counsel at Wells Fargo, as the incoming chair of the LRIS Oversight Committee. Otsuka has twice been a member of the committee: first, from 1999-2011 and now continuously, since 2005.

David OtsukaOtsuka is a thoughtful and distinctly insightful committee member whose participation is highly valued. “It is a privilege to be part of the LRIS Committee and now an honor to be selected as chair,” says Otsuka. “The work of the committee preserves the community’s access to quality attorneys and that is really important to me.”

As chair, Otsuka will oversee the policies, program development, outreach, and finances of LRIS. Investing in marketing efforts, maintaining a staff of educated, multilingual legal interviewers, and recruiting attorney members will be on his agenda from day one of his chairmanship. Otsuka is not only highly regarded as a member of the LRIS Oversight Committee but also as member of BASF’s Finance Committee. Otsuka explains, “It’s rewarding to be part of LRIS where the fees generated from case referrals can be used to help fund BASF’s Justice & Diversity Center which does such good work.”

As Senior Counsel of the Employment Section of the Law Department at Wells Fargo, Otsuka hires and manages outside litigation counsel, oversees Wells Fargo’s labor and employment policies, and reviews federal and state agency claims and audits. Routinely, Otsuka partners with others to solve problems, navigate complexities within organizations, and advise business clientele. In addition, Otsuka participates in the California Minority Counsel Program, through which he is helping to diversify Wells Fargo’s outside counsel. These skills make him especially well-qualified to lead LRIS as it expands its outreach efforts and invests in program growth.

Lest anyone get the wrong impression that Otsuka is solely devoted to his work and lacks a sense of whimsy in his life — after a productive workday, he likes to take his dog Lulu for walks. “She’s the best, and her hang-ups are quite manageable and most of the time quite cute.”
