Susan Joan Davidson has 40 years’ experience as a successful, respected ADR neutral.

After earning an LLM in labor relations with an emphasis on dispute resolution, she worked in Governor Brown's administration in 1976-77 to set up the Public Employment Relations Board. Responsibilities included creating administrative tribunals in 18 jurisdictions formed to adjudicate grievances and implement work rules and policies. She was labor negotiator as Deputy City Attorney for the City of San Jose negotiating police and fire contracts and interpreting Proposition 13, before going into private litigation practice with Scher and Bassett.

Davidson served for 23 years as Senior Hearing Examiner for the East Palo Alto Rent Stabilization Program. During that period she developed new settlement techniques for landlord tenant disputes. She investigated, sanctioned, and corrected and ruled on conditions at hundreds of complexes including mobile home parks.

Davidson has been instrumental in developing Bar and Court programs which reduce hostilities and save time and money for parties and their representatives. From observing elections for the UN, to delivering mediation curricula to community courts in Rwanda, she has traveled widely to share the mechanics of peace and reconciliation. She has consistently maintained a private coaching, mediation and arbitration practice. She devotes time to the scholarship and practice of mediation, arbitration, facilitation and coaching. When supervising law students she emphasizes the importance of subject matter fluency and deep and effective communication skills.

Davidson has arbitrated property and business disputes and mediated Administrative, Superior Court, Appellate Court and Federal Court disputes. She has served as settlement conference neutral and helped design the Alameda County Superior Court Discovery Facilitation Program.

Participants in her mediations and arbitrations consistently express gratitude for the comfort, humor and efficiency she brings to the process. She balances her devotion to family between her passion for dance and her commitment to the development and refinement of alternative dispute resolution.
